Synopsis
Giggles wants to throw a block party, which means a city permit. City Hall is an Escher-nightmare of infinite DMV lines, and misfiled forms fling them into a Wild West town where permits are settled by high-noon duels. The DMV number-caller just wants to call a number and have the right person be there, on time, with the right form.
